I have met with three engineers.

Engineering Discussion:

Atkins North America was hired by Escambia County to conduct a Greenbrier Boulevard Extension Feasibility Study. The study expense was $517,000 and was paid by Escambia County using proceeds from $5,000,000 of Capital Improvement Impact funds that are supplied by the State of Florida to each of the 13 counties that house state universities. These Impact Funds are available each five year period when the universities are required to write new Campus Master Plans. Atkins was not involved in decision making of routes, but was hired to do feasibility of a Greenbrier Route at the universities request through Escambia County. They designed a beautiful highway, but are not the decision makers for highway location.

I have toured the West Campus (walked several miles of the property each time including walking along and traversing Thompson Bayou) with two different civil engineers. I have also discussed the Campus Master Plan with a mechanical engineer. My conclusions in this blog are based in part on what I learned from these professional engineers.
